Tropico 5 is intended to be significantly denser than its predecessors, said series producer Bisser Dyankov. The players must make the locals content to expand the island empire sustainably. The locals are the island's lifeblood. One man's satisfaction could be another man's frustration because of the requirements of the ten various in-game factions. Additionally, their allegiances may alter based on the type of government you run or the structures you erect.
Depending on their loyalty to their factions, some faction members' happiness may decrease or increase due to the constitutional amendments. The Tropico 5 Game mechanics differ from the previous edition of the series in several ways, most notably the opportunity to enter a new period after fulfilling specific conditions, such as having drafted Tropico's constitution.
