On our quest to rank all characters in Dragon Ball Legends, we decided to create the ultimate Dragon Ball Legends tier list. The game is quite complex for a mobile title, delivering high-quality fighting animations and supersonic combat mechanics. If you’re a Dragon Ball fan, then this game fulfils a lot of the craze. With multiple transformations for each character, it was a bit hard to make an accurate tier list.
Our Dragon Ball Legends tier list is suitable for both new players and returning players alike. DBL has multiple thematic game modes, ranging from the easy story mode to adrenaline-pumping live action fights in PvP modes. S-Tier Dragon Ball Legends Characters

- LEGEND Android #17 & Golden Frieza (Blue) – Android 17 and Golden Frieza open every match with a stacked set of state nullification and power boosts, so early debuffs barely slow them down. Their Tag Switch pressure, ally healing, and enemy disruption keep growing as their Unique Gauge fills.
- LEGEND Bardock (Yellow) – LEGEND Bardock gets scarier with every ally that falls, gaining damage, critical rate, and Unique Gauge each time. In Release Type he becomes Indestructible, and both Final Revenger and Revenge Assault hit harder for every defeated teammate.
- LEGEND Broly: Fury (Green) – Broly: Fury tanks enemy Arts to fill his Unique Gauge, then transforms into a stronger form that punishes attackers with autocounters. His Gigantic Special Moves destroy the enemy’s entire hand and seal Special Arts, while his Guard Action shrugs off pressure and hits right back.
- LEGEND Goku (Blue) – LEGEND Goku weakens every enemy Special Move, Ultimate, and Rising Rush while destroying cards and draining Ki when he gets hit. If he falls, he revives as a Super Saiyan who seals enemy Strike Arts and Main Abilities and gains huge damage for every defeated ally.
- LEGEND Super Saiyan God SS Kaioken Goku (Purple) – The LEGEND version of Kaioken Goku runs on a timed Unique Gauge that he spends for bigger Strike and Blast damage or burns entirely on a boosted Ultimate. He grows stronger as his team weakens, and at low health he heals, refills his gauge, and destroys the enemy’s entire hand.
- LEGEND Super Saiyan God SS Vegeta (Yellow) – LEGEND Blue Vegeta rebuilds his whole hand with one card of every Arts type, drains enemy Ki, and gets a single Endurance against enemy Ultimates. A full Unique Gauge powers up all of his Arts, and his Ultimate wipes out the enemy’s entire hand on hit.
- LEGEND Super Saiyan Trunks (Teen) & Gohan (Red) – Trunks and Gohan are a tag team built for long combos, drawing cards and building Overdrive faster every time they switch. Their powered-up Special Moves hit hard enough to knock out enemies fast, rewarding players who keep the combo chain going.
- LEGEND Super Vegito (Purple) – LEGEND Super Vegito destroys an enemy card and slows their draw speed the moment he enters, then builds toward a Release Type with higher damage and faster draws. His Big Bang Attack and Spirit Sword refill his hand, shred enemy cards, and break through Endurance.
- UL Final Form Cooler (Yellow) – Final Form Cooler protects his Dragon Balls from the start and punishes teams with two or more Saiyans, then evolves into Release Type for big uncancellable damage. He automatically wins Dokabaki Impact, seals enemy Special Moves and Rising Rush when hit, and his Ultimate also damages enemies on standby.
- UL Super Full Power Saiyan 4 Goku (Green) – The ULTRA version of Full Power Super Saiyan 4 Goku swaps between a Release Type that boosts damage, defense, and critical rate and a defensive Sustained Damage Type. His Flash Kamehameha speeds up ally switches, while his 10x Kamehameha drains a big chunk of enemy Ki on hit.
- UL Super Saiyan 3 & Super Saiyan 2 Goku & Vegeta (Blue) – The first ULTRA tag unit in the game has Vegeta hold the line alone while Goku charges an enormous Spirit Bomb. Once released, that Spirit Bomb ignores revival and immortality effects, which makes this pair a brutal finisher against teams that rely on coming back.
- UL Super Saiyan God SS Vegito (Red) – Ultra Vegito Blue starts with big damage, faster draws, and cheaper Arts, then wipes the enemy’s Vanishing Gauge and seals their Rising Rush when he enters. His Maximum Impact Rush also hits enemies on standby and can destroy the opponent’s whole hand.
- SP LL Goku & Vegeta (Green) – Goku and Vegeta destroy an enemy card every time they enter or tag in, and their Cyclone Wave and Final Flash shred three more cards on hit. Fill the Synchro Gauge, and they fuse into Super Gogeta, while a full Unique Gauge boosts allied health and damage.
- SP LL Goku Black (Yellow) – This Goku Black transforms into Super Saiyan Rosé through his Main Ability and stops enemies from changing cover early in the match. When his health hits zero, he heals and destroys the enemy’s entire hand, while his Black Kamehameha and Black Power Ball shred enemies with bleed.
- SP LL Super Saiyan 2 Gohan (Youth) (Blue) – This Super Saiyan 2 Youth Gohan revives once, blocks enemy Special Cover Changes with his Strike and Blast Arts, and cuts enemy healing. A full Unique Gauge boosts his damage and makes his Special Moves cheaper, with extra bonuses when Son Family or Hybrid Saiyan allies are on the team.
- SP LL Super Saiyan 3 Vegeta (Mini) (Yellow) – Mini Super Saiyan 3 Vegeta punishes every enemy Vanishing Step by destroying their Strike, Special, and Special Move Arts and sealing Rising Rush. His Unique Gauge fills as he takes hits, then heals him, drains enemy Ki, and seals enemy Main Abilities.
- SP LL Super Saiyan Gohan & Trunks (Youth) (Blue) – Gohan and Trunks start with huge damage and damage reduction, then Tag Switch to restore health and Ki. If Gohan goes down, Trunks revives as a Super Saiyan, and a full Unique Gauge drains enemy Ki while adding substitution counts to the whole enemy team.
S-Tier Dragon Ball Legends Characters

- LEGEND 1st Form Frieza: Dodoria & Zarbon (Assist) (Red) – Frieza and his henchmen poison enemies, force switches, and cap enemy healing with their Special Move. While on standby they turn Indestructible against enemy Ultimates and Rising Rush, and their LEGEND Action steals enemy Dragon Balls.
- LEGEND Fused with Kami Piccolo (Blue) – LEGEND Piccolo survives one lethal hit with Indestructible, clearing his debuffs and emptying the enemy’s hand. He raises enemy Arts costs whenever he gets hit, and his Special Beam Cannon inflicts Extreme Bleed while speeding up ally switches.
- LEGEND Super Saiyan God Shallet (Green) – Shallet, the fusion of Shallot and Giblet, can briefly shift to the Light element, which has no elemental weakness. Allies spend Ki to charge his Unique Gauge, and filling it unlocks strong offensive and defensive boosts for the fight ahead.
- LEGEND Super Saiyan Rosé Ultra Supervillain Goku Black (Blue) – This Xenoverse 2 Goku Black weakens Son Family revivals, cuts enemy healing, and destroys enemy cards when he gets hit. His leveled Unique Gauge boosts damage and critical rate, both of his big Slice attacks inflict Extreme Bleed, and Divine Slicer breaks through Endurance.
- UL Beast Gohan (Yellow) – Ultra Beast Gohan autocounters forward charging Ultimates and Rising Rush and destroys enemy cards when he does. He heals when hit and at low health, fires a battlefield-wide Special Beam Cannon from his Active Gauge, and powers up Hybrid Saiyan teams.
- UL Buu: Kid (Yellow) – Kid Buu overwhelms enemies with massive regeneration, devastating damage boosts, card destruction, and powerful debuffs. His Unique Gauge restores health, lowers enemy momentum, and makes him terrifying during extended battles.
- UL Golden Frieza (Purple) – Ultra Golden Frieza is a powerhouse leader for Powerful Opponent teams, with big damage and Ki Recovery bonuses. He survives one lethal hit while destroying the enemy’s entire hand, and his Emperor Death Crusher also damages enemies on standby.
- UL Half Corrupted Fusion Zamasu (Purple) – Ultra Half Corrupted Zamasu destroys enemy cards with his Main Ability and punishes attackers with a Final Counter that inflicts bleed, poison, and paralysis on the entire enemy team. His Purifying Hellfire wipes the enemy’s hand and stops them from switching.
- UL Hit (Red) – Hit dominates through Time Skip abilities, critical boosts, healing, and devastating finishers. His Unique Gauge enables deadly counters, card generation, and relentless pressure while disabling enemy recovery and survivability effects.
- UL Legendary Super Saiyan Broly (Purple) – Broly thrives on aggression with overwhelming damage, immense Ki recovery, endurance, and powerful cover counters. His Unique Gauge crushes enemy resources, destroys Dragon Balls, and punishes opponents attempting defensive playstyles.
- UL Majin Vegeta (Yellow) – Ultra Majin Vegeta takes reduced damage and can restore health twice when things go wrong, which makes him very hard to remove. He destroys enemy Special Move cards on entry, autocounters enemy Blast Arts with a full Unique Gauge, and his Big Blast Cannon heals him while sealing Rising Rush.
- UL Perfect Cell (Red) – Ultra Perfect Cell heals constantly, gains health from drawing Arts Cards, and shifts into a Release Type that boosts damage and card draw. His Perfect Death Beam hides all enemy cards and inflicts Extreme Bleed, while Solar Kamehameha refills his hand and adds substitution counts to every enemy.
- UL Super Gogeta (Blue) – Super Gogeta excels as a comeback fighter with healing, powerful Ultimate attacks, and anti-cover abilities. His Unique Gauge restores resources while increasing damage, making him lethal during prolonged combat situations.
- UL Super Saiyan God SS Gogeta (Purple) – Gogeta Blue combines incredible offense, autocounters, healing, card destruction, and Rising Rush dominance. His Unique Gauge grants survivability, enemy disruption, and unmatched combo pressure against nearly every opponent encountered.
- UL Super Saiyan God SS Gogeta (Red) – Ultra Gogeta Blue fills his Unique Gauge with Strike and Blast Arts, then counters with a Guard Action that destroys cards and seals enemy Blast Arts. His Stardust Fall splashes damage onto standby enemies, and Meteor Explosion wipes out the enemy’s entire hand.
- UL Super Saiyan God SS Kaioken Goku (Yellow) – Kaioken Goku overwhelms opponents through rapid Unique Gauge recovery, vanish restoration, strike sealing, and escalating offensive buffs. His speed, healing, and combo potential make him exceptionally difficult to stop consistently.
- UL Super Saiyan Goku (Purple) – Super Saiyan Goku delivers devastating damage, hand destruction, endurance, and Ultimate pressure. His Unique Gauge strengthens allies, boosts Special Move power, and punishes enemies while maintaining overwhelming battlefield control.
- UL Super Saiyan Rosé Goku Black (Green) – Rosé Goku Black inflicts relentless debuffs, Ki destruction, healing reduction, and card sealing. His Unique Gauge enables Ultimate chaining, vanish restoration, and oppressive offensive pressure against weakened enemies consistently.
- UL Super Saiyan Trunks (Adult) (Green) – Ultra Trunks charges his Unique Gauge whenever allies use Arts, then heals over time and buffs the whole team’s health and damage. His Active Gauge sets up a huge Slice finisher that drains enemy Ki and Dragon Balls, while his Special Moves cut enemy healing.

Factors Affecting Dragon Ball Legends Tier List Rankings
To build our Dragon Ball Legends tier list, we took into account different factors. These factors helped us judge the viability and strength of each character in a neutral fashion. Consider them as baseline factors based on which we judged each DBL character. Since the game is pretty old and has a vast number of characters, our DBL tier list is broadly tailored towards PvP content. Check out the factors used by us to make this Dragon Ball Legends tier list:
- Rarity of Character – Perhaps one of the most important factors we took into account was the rarity of characters. Some of the strongest Dragon Ball Legends characters are either SP (Sparkling), LL (Legends Limited), or UL (Ultra Legend). Naturally, these rarities of characters were placed higher than the rest in the tier list.
- Performance in PvP Modes – As we mentioned before, players normally use the DBL tier list to check on the best characters for PvP game modes. PvE modes and events can be beaten by almost every character. Hence, we focused all our attention on giving priority to characters who are strong in PvP game modes of Dragon Ball Legends
- Community Rankings – To ensure our Dragon Ball Legends tier list resonated with the common players, we also took into consideration the rankings provided by other players in community places. These include the likes of the DBL Discord server, and Dragon Ball Legends Reddit.
