The most cited analyst estimate, reported by Business Insider and covered by IGN and PC Gamer in May 2026, puts total development spending at roughly $1 billion to $1.5 billion. A separate community-built financial model using Take-Two’s public filings arrives at approximately $1.4 billion.

Staff costs alone are over $2 billion since 2019

UK financial filings from Rockstar North (the main studio behind GTA 6) show the studio spent over £2.14 billion, around $2.7 to $3 billion, on staff costs between 2019 and 2025. This covers wages, pensions, and benefits. This is just one studio; there could be at least 5 more Rockstar studios involved in the development of the game.

The total budget range most analysts agree on is $1.5 billion to $2+ billion

When you combine development, marketing, infrastructure, and support studio contributions, most realistic estimates land between $1.5 billion and $2+ billion. Some go higher.

The “$3 billion” figure you may have seen online combines staff costs, marketing assumptions, and projections in a way that not everyone agrees with. Although it is possible, but not yet confirmed.

Zelnick himself described the game as part of a “multi-billion-dollar” investment but has never given a specific number.

The bottom line: GTA 6 has almost certainly cost over $1 billion to develop, making it the most expensive video game ever made. The full number, including marketing and long-term costs, is likely $1.5 billion to $2 billion or more. Exact figures will probably never be confirmed publicly.

How Does That Compare to Other Games?

To understand how extraordinary this is, here is how GTA 6 stacks up:

  • GTA 5 (2013): Combined development and marketing costs approximately $265 million. GTA 6 is at least six times more expensive.
  • Red Dead Redemption 2 (2018): Estimates range from $370 million to $540 million. Made with around 1,600 developers across Rockstar studios.

1. Staff Salaries and Teams

This makes up for the single biggest cost in the total GTA 6 budget. Rockstar Games employed thousands of developers across multiple studios for this project. Rockstar North in Edinburgh, Scotland, is the lead studio. But Rockstar’s studios in New York, San Diego, Toronto, India, and other locations also contributed.

Building a game like GTA 6 requires artists, animators, writers, audio designers, motion capture actors, quality assurance testers, level designers, engine engineers, network engineers, and managers for all of them.

With full production reportedly running since 2020, that adds up to billions across all studios over a five-plus-year period.

2. The RAGE Engine and Technology for GTA 6

Rockstar is not building GTA 6 on Unreal Engine. They use their own engine called RAGE, which stands for Rockstar Advanced Game Engine. It has been under development since 2002.

For GTA 6, the engine was upgraded significantly to support ray tracing, advanced NPC AI systems, dense urban environments, large-scale online play, photorealistic asset rendering, and cross-platform performance on PS5 and Xbox Series X.

Rockstar has not launched its full marketing campaign yet. Take-Two CEO Strauss Zelnick confirmed in May 2026 that the marketing push will begin in summer 2026, ahead of the November 19 launch.

However, even before the full campaign, marketing has already been significant. The first trailer released in December 2023 broke records on YouTube, collecting over 90 million views in 24 hours. The second trailer also broke records, reaching approximately 165 million views on YouTube alone.

Why Is GTA 6 So Expensive?

Several reasons stack on top of each other.

  • Time: GTA 5 launched in 2013. Over a decade has passed. Development on GTA 6 began seriously around 2020, meaning the team has been in full production for roughly five to six years. More time means more salaries, more iterations, more testing.
  • Scale: GTA 6 is bigger, in every dimension, than any Rockstar game before it. More map, more characters, more missions, more systems, more online features.
  • Technology: Making a game that looks and feels next-generation is genuinely harder than it was in 2013. Real-time ray tracing, AI-driven NPCs, photorealistic environments, and stable 60fps performance on modern hardware all require serious engineering investment.
  • Expectations: Rockstar cannot release a bad game. Their reputation is their product. They spend whatever it takes to make the game match or exceed what fans expect.
  • The live service commitment: GTA Online proved that a well-built online mode can generate revenue for a decade. Building the foundation for GTA 6 Online correctly is worth a massive upfront investment because the payoff stretches far into the future.

Will Rockstar Make the Money Back? Returns on GTA 6

Almost certainly, and probably very quickly. Here is what the projections look like:

Take-Two’s own guidance: Take-Two filed with the SEC that it expects $8 billion to $8.2 billion in net bookings for the year 2027. The prior year brought in $6.72 billion. That means GTA 6 needs to generate roughly $1.3 to $1.5 billion in its first four and a half months (November 2026 to March 2027) just to explain the difference. Analysts believe this is conservative.

Analyst estimates for day one: Investment firm Konvoy projected GTA 6 could generate $2 billion in revenue within its first 24 hours, and $7.6 billion within 60 days. 

Break-even calculation: GTA 6 likely needs to sell somewhere between 30 million and 62 million copies to fully recoup its investment, depending on which cost estimate you use and what the per-copy net revenue works out to after platform fees. For context, GTA 5 sold 11 million copies in its first day and went on to sell over 200 million copies across its lifetime. GTA 6 is expected to launch with a much larger install base of next-gen console owners to sell to.

GTA Online as a long-term engine: Even after initial sales, GTA 6 Online is expected to generate ongoing revenue for years through in-game purchases, subscriptions, and content updates. This is how Rockstar and Take-Two justify the upfront cost: the game is a platform, not just a product. 

The short answer: Rockstar and Take-Two likely expect to break even within weeks or months of launch, not years. After that, every dollar coming in is profit on top of an already paid-off investment.

Is GTA 6 the most expensive game ever made?
